From November 30 to December 12, the World Climate Conference will take place in Dubai in the United Arab Emirates (UAE). In light of the global geopolitical situation, it could become one of the most important conferences since the adoption of the Paris Agreement in 2015 and show that successful multilateral cooperation is still possible.
Leaders of the member states of the UN Framework Convention on Climate Change (UNFCCC), representatives of civil society, business leaders and climate activists will come together at COP28 to promote global climate protection and financial support for vulnerable countries in the Global South.
The slogan "UNITE.ACT.DELIVER." explicitly emphasises that, for the first time, the Global Stocktake must be delivered, showing the progress the international community has made in implementing the Paris climate goals and the concrete measures that have followed from it. The Global Stocktake is a central element of the Paris Agreement and is now set to take place every five years.
As in previous years, the Friedrich Ebert Stiftung (FES) will be attending with an international contingent of around 50 delegates from civil society and trade unions. Their presence and participation helps to ensure that perspectives from the Global South will be incorporated into the negotiation processes, that they are able to network broadly and that they can have a lasting impact.
We continue to advocate the Just Transition, a socially fair energy transition and global climate justice. We will also be hosting side events, briefings and background discussions at the World Climate Conference COP28.Right at the start, we are organising a high-level event on Just Energy Transition Partnerships with German Development Minister Svenja Schulze and trade union representatives.
We will observe and analyse events on site in detail and provide an exclusive behind-the-scenes look at this mammoth conference that, due to the accreditation and the financial assistance it provides, allows many delegates to attend, while at the same time excluding many others.
Support is provided for our work by Climate Tracker, an international organisation committed to improving journalistic reporting on the climate crisis. We are financing the participation at COP of eight young journalists focused on the climate, all of whom write about or illustrate the issue from various regional perspectives and from relevant subject areas. Their reports will be published here during the conference.

The Conference of the Parties (COP) is the annual meeting of the member states of the United Nations Framework Convention on Climate Change (UNFCCC). The UNFCCC was adopted at the UN Environmental and Development Summit in Rio de Janeiro in 1992, and the parties have met to discuss answers and solutions to fighting climate change multilaterally and at international level since 1995. Particularly far-reaching climate policy decisions were taken at the third COP (COP3) in Kyoto, known as the Kyoto Protocol, and at COP21 in Paris, which resulted in the Paris Agreement.
