The financial and economic crisis is intensifying the pressure for budget consolidation, increasing the likelihood of cuts in social services throughout Europe. One government after another is bringing forward a budget consolidation programme. Cuts are envisaged above all in social services. What effects will this have on welfare states in EU member countries and on Social Europe in general? In this study cuts in social systems are analysed and compared, both planned and already undertaken.

Even before Irish voters go to the polls on February 25, it is already clear that this election will result in the most extensive changes in Ireland s party and political system since the 1930s. The main issue to be decided is just how radical those changes are going to be. A coalition between the Christian democratic Fine Gael party and the social democratic Labour party looks likely, while a minority Fine Gael government is another possible outcome.

The aim of this paper is to look behind the often rather strident politics and to investigate the case for an EU tax analytically. The paper proposes and assesses criteria for selecting potential taxes, and looks in detail at a number of options for new funding instruments. It then appraises the scope for significant change in how the EU budget is financed and how it might be achieved.

In this paper, Christos Katsioulis analyses the New NATO Strategy and its core tasks defence, crisis management and cooperative security. However, the author also shows how the Strategic Concept avoids definite positions on disputed points, such as the role of nuclear weapons in the Alliance, crisis management in relation to other actors, relations with Russia, and the question of defence funding in a period of financial and economic crisis.
