New Horizons and Old Problems for UN Peacekeeping
Workshop and Public Panel Discussion on July 7th, 2011
The FES Workshop facilitated the discussion about recent developments in UN peacekeeping. International experts debated the progress of the New Horizon initiative, launched by DPKO and DFS in 2009. Two issues were pre-defined by FES to be in focus: rapid deployment of forces and protection of civilians.

Nuclear Weapons in the Middle East
Lunch Discussion on May 30th, 2011
On May 30th FES hosted a lunch discussion in Berlin on the envisaged Weapons of Mass Destruction Free Zone in the Middle East for policy experts and members of parliament. Experts from the region outlined the different national contexts and regional dynamics. A summary of the main insights of the discussion is available here:

Global Peace and Security Policy

Since the attacks on 11 September security policy issues have returned to the top of the global agenda. Questions of development, energy and human rights policy are often addressed against a security policy background. Climate change and the dwindling of fossil fuels also have the potential to develop into a new dimension of conflict.

The object of the Global Peace and Security Policy working line is the means, the framework and the legitimacy with which the international community deals with security policy issues. The goal is to strengthen collective security architectures. The thematic focus is processes at opposite ends of the spectrum: the instability of the order of states due to violent processes of state collapse and the weakening of multilateral systems due to the re-emergence of geopolitics. In the area of violent internal conflicts the emphasis is on boosting the ability of the international community ("responsibility to protect") to take action and the available means and options, in other words the question of capacity ("peacekeeping overstretch"). In the domain of nuclear disarmament, in mid-2009 a new international dynamic developed which is being driven by the main actors at the highest level. Key issues for the FES include extensive disarmament and arms control.

Focus on Disarmament and Arms Control

Many observers regard the nuclear non-proliferation regime as on the verge of collapse. In the run-up to the Review Conference in 2010 the FES assessed the options for strengthening the regime and support new approaches to nuclear disarmament.

UN Security Council - Global Crisis Manager

The United Nations Security Council (UNSC) is a central part of the global peace and security architecture, because it is the only body legitimating sanctions and military interventions. Thus, it's work needs to be observed carefully and critically.

On the occasion of the German membership in the UN Security Council in 2011 and 2012, the Friedrich-Ebert-Stiftung contributes to a more comprehensive picture of the Council's work by a publication series that analyses issues on the agenda of the Security Council as well as its reform and position in the system of the United Nations.
