European Integration and the Price of Peace

It is the process of permanent institutionalised negotiation and contingency-driven advances rather than a grand design that made European integration a success and has created a stable peace community. This approach had to sacrifice efficiency to some extent. A united Europe with super-power status would favour a return to war-prone balance-of-power politics on a global scale.

Nach über 50 Jahren erscheint jetzt ein Ende des Palästinakonflikts möglich, weil Israels langfristiges Sicherheitsinteresse alte Unnachgiebigkeiten zur Disposition stellt. Die Palästinenserführung kann durch ein Abkommen Israels mit Syrien zur Kooperation gezwungen werden. Die große Frage ist, ob Barak die Strategie seinem Volk "verkaufen" kann.

Weder ein Ende des blutigen kolumbianischen Mehrfrontenbürgerkriegs noch die Überwindung der kriminellen Drogenwirtschaft erscheint ohne eine Beteiligung der Guerrilla an der Regierung möglich. Dafür gibt es aber keine demokratische Legitimation. Eine föderale Neuaufteilung Kolumbiens könnte den Weg zu einer Lösung weisen.

Loose policy-focused networks that link public authorities, businesses and NGOs can respond more effectively. They pool diverse resources, facilitate a constructive and innovative search for solutions and generate broad-based support for negotiated outcomes.

Nationalstaat und Markwirtschaft in Lateinamerika: Chile als Vorbild

Chile fügte dem neo-liberalen Reformrezept eine unternehmens- und institutionenbezogene dynamische Entwicklungsdimension hinzu. Dennoch ist es weiterhin dem simplen lateinamerikanischen Wachstumsmuster verhaftet. Damit Chile ein "Tigerland" wird, müßten neue Akteursgruppen Staat und Gesellschaft entschiedener als bislang auf das Erreichen technisch-innovatorischer Weltmarktstandards hin orientieren.
