Since the 1990ies, new forms of transnational and asymmetric conflicts have more and more replaced former inter-state wars. Marked by failed states, migration, violent economies or terrorism, these conflicts increase the need to develop new instruments and approaches to cope with them. Amongst classic military interventions, the concept of civil conflict prevention - with special emphasis on the prevention - gains momentum for a peaceful conflict resolution.
A particular role in civil conflict management is played by political foundations like the Friedrich-Ebert-Stiftung. Their work in the area of development cooperation is based on the conviction, that the development of democratic structures leads to stability and peace. And vice versa, a peaceful society forms the basis for a sustainable democracy.
International stakeholders have - in many various contexts - advocated to hold elections in order to foster the processus of democratization. For those stakeholders that are promoting peace and democracy, any findings on factors contributing to sucessful election processes and democratic consolidation are relevant for peaceful transformation processes. The question of sequencing of democratization processes is often reduced to sheer technical aspects - sociopolitical factors are often neglected in the analysis and recommendation for the "right" sequencing. To strengthen these aspects in the debate, the Friedrich-Ebert-Stiftung has focused on the topic of Elections and Conflict in 2009 (see box on the right).

Projects of the FES in countries that are involved in violent conflicts or wars are more and more adjusted conflict-sensitively. There is much evidence to suggest a combination of different approaches: as much cooperation with undesired power structures as necessary, as much support for civil society organisations as possible. Experience shows that dialogue processes supported by FES show sustainable effect.

The concrete management of a certain conflict, the project work in the context of conflicts or even the prevention of violent hostilitites require the application of an instrument, that allows a systematic conflict-sensitive adjustment of the project work. The Friedrich-Ebert-Stiftung has therefore adjusted the approach of Peace and Conflict Impact Assessment (PCIA) to the specific needs of a political foundation.

As an inter-institutional working group, the Working Group on Development and Peace (FriEnt) is an association of eight German governmental and non-governmental organisations, with the main objective to promote peace building in all areas of development cooperation. To this end, FriEnt's core activities include fostering joint learning, capacity building, advice and supporting networking and co-operation of its members. Points of Contact have been set up in all member organisations
and support exchange and mutual feedback between the member
organisations themselves and with the FriEnt team. The Friedrich-Ebert-Stiftung has returned to be a member organisation again from 2010.
