Since the 1990s, new forms of transnational and asymmetric conflict have increasingly taken the place of wars between states. These conflicts, characterised by state collapse, migration, the so-called »economy of violence« or terrorism, heighten the need to develop instruments and approaches to deal with them. Besides classic military intervention the concept of civil conflict transformation - in particular, due to the emphasis on prevention - is gaining ground with regard to peaceful conflict resolution.
Political foundations, such as the Friedrich-Ebert-Stiftung, have a special role in civil conflict transformation. Its development-policy work is based on the conviction that the development of democratic structures leads to stability and peace. Conversely, a peaceful society provides the basis for a sustainable democracy.
International actors have got involved in many different contexts in order to see that elections are held, with a view to driving forward democratisation processes. For actors involved in democracy- and peace-building, knowledge of what factors make successful elections possible for the sake of a democratic consolidation process is important for peaceful transformation. The question of the sequencing of democratisation processes is often reduced to its technical aspects - social-policy factors are often neglected in analyses and recommendations on »correct« sequencing. In order to reinforce these aspects of the debate in 2009 the Friedrich-Ebert-Stiftung made "Elections and Conflict" a key issue (see box right).

FES projects in countries affected by crises and war are increasingly conflict-sensitive. There are strong arguments in favour of combining various approaches: with undesirable power structures as much cooperation as possible, and with civil society organisations as much support as possible. Experience shows that dialogue processes supported by the FES demonstrate long-term results.

The concrete transformation of a given conflict, project work in the context of conflicts or the prevention of violent clashes require the deployment of instruments which facilitate conflict-sensitivity. The Friedrich-Ebert-Stiftung has therefore adapted the Peace and Conflict Impact Assessment (PCIA) approach to the specific needs of a political foundation.

The inter-institutional Working Group on Peace and Development (FriEnt), established in 2001, integrates seven state and non-state organisations involved in development cooperation and peace-building with the main objective to promote peace building in all areas of development cooperation. To this end, FriEnt's core activities include fostering joint learning, capacity building, advice and supporting networking and co-operation of its members. In member organisations there are so-called »contact points«, the purpose of which is to institutionalise feedback regarding FriEnt outcomes to the organisations concerned and continuous exchange among themselves and with FriEnt. Since 2010, the Friedrich-Ebert-Stiftung is once more a member organisation of FriEnt.
